He is also wise as he owns many brothels in King’s Landing, from where he acquires information about political people and their secrets and makes his moves based on that and a lot of money too.
2. Cersei Lannister
She is one of the most cunning schemers in the series as she was the widow of King Robert Baratheon and also the Queen of the Seven Kingdoms. She is so manipulative, wise, powerful, beautiful, and also responsible for many people’s death.
3. Varys
In the series, he is also known as the Spider and the Master of Whisperers for the Iron Throne rulers. He is as wise and cunning as Littlefinger and very good at keeping secrets that he gets through his spies.
4. Tywin Lannister
The patriarch and head of House Lannister was a cunning old man who fathers Cersei, Jaime, and Tyrion and was also grandfather to Joffrey, Myrcella, and Tommen.
He overpowers his children and that allowed him to rule the kingdom without him sitting on the throne, but in the end, he was killed by his son.

Lady Olenna Tyrell is the matriarch of the Tyrell family and a fan favorite too, as she is so quick-witted and cunning. She seeks vengeance as she was betrayed by Lannisters, numerous times. She even killed a Lannister, who was sitting on the Iron Throne.
7. Ramsey Bolton
He is not just only cunning and brutal but also the most hated character in the series as he gets what he wanted through manipulation and torture and an incident with Theon Greyjoy is a great example.
8. The High Sparrow
The horrific High Sparrow is the religious leader of the “Sparrows.” When High Sparrow turned his back on Cersei and captured her, he welcomed his death.
9. Melisandre
She is also known as Red Witch as she is a priestess who uses magic to help Stannis Baratheon until the union of Jon Snow and Daenerys to complete the Song of Ice and Fire, per the command of Lord of Light. She kills many people to fulfill the prophecy, which is unsure if it exists or is true.
10. Sansa Stark
As she holds an important character in the series, she is so naive girl at a young age that later turns into a strong-willed, self-learned woman because of the hardships she faced. She is not cunning at the start of the series but eventually, she becomes one, to avenge her family and protect her people.
